POSITION SUMMARY: 

The Estimator / Proposals Specialist is responsible for the preparation, coordination, and submission of accurate and competitive cost estimates and technical proposals for Power Services projects. This role supports Technical Services across utility, industrial, and commercial markets, including maintenance, testing, commissioning, and emergency service work on electrical power systems. The position works closely with operations, project managers, and field teams to develop detailed scopes, pricing, and client-facing submissions. 

ESSENTIAL DUTIES & RESPONSIBILITIES: 

  • Review RFQs, tenders, and client requests to determine scope, deliverables, and requirements 
  • Prepare detailed cost estimates for service work including labor, equipment, materials, and subcontractors 
  • Develop technical and commercial proposals for maintenance, testing, commissioning, and field service projects 
  • Coordinate with Technical Services, field personnel, and vendors to gather input on scope, methodology, and pricing 
  • Perform site visits and pre-bid meetings where required to assess project scope and risks 
  • Solicit and evaluate supplier and subcontractor quotations 
  • Prepare bid documents, ensuring compliance with client specifications and submission requirements 
  • Identify risks, assumptions, and exclusions within estimates and proposals 
  • Maintain and update estimating databases, unit rates, and historical cost data 
  • Track bid status, maintain proposal logs, and support post-bid follow-ups 
  • Assist with contract review, scope clarifications, and project handoff to operations teams upon award 
  • Support development of standardized proposal templates and continuous improvement of estimating processes 

CANDIDATE PROFILE: 

  • Post-secondary education in Electrical Engineering, Engineering Technology, Business, or a related field 
  • 3–7 years of experience in estimating or proposals within electrical, utility, or industrial services 
  • Strong understanding of power systems, including substations, transformers, switchgear, and protection & control (preferred) 
  • Experience estimating service-based work such as testing, maintenance, commissioning, and field services 
  • Ability to interpret technical drawings, specifications, and single-line diagrams 
  • Strong analytical and numerical skills with high attention to detail 
  • Excellent written and verbal communication skills, with the ability to prepare client-facing proposals 
  • Proficiency in Microsoft Office (especially Excel); experience with estimating or ERP software is an asset 
  • Ability to manage multiple bids and deadlines in a fast-paced environment 
  • Knowledge of utility and industrial safety standards and regulations is an asset
